Their mandate was clear: combat crises no country could publicly commit to, from dismantling corrupt regimes to silencing threats that whispered in the dark. The landscape was a wasteland of ruins, burned-out trees standing like skeletal sentinels, and a tall, hole-ridden building that loomed over the crash site like a monument to decay. The VIP lay dead a few meters away, his body broken by the impact, the documents lost to the ash. No enemies were in sight—just the eerie silence of a world that had forgotten itself. But the sky told a different story. Russian-made interceptor planes streaked overhead, their engines a distant thunder, a visual flare scripted for tension rather than attack. The agents, unaware of the trap closing around them, scanned the horizon. Then, a stealth helicopter emerged from the distance, its rotors slicing through the frozen air. Quantum drives replaced suppressed rifles, but the phoenix remained, a beacon in the void, a reminder of the betrayal that had forged them. The story of The Phantom Division was not one of swords but of firearms, not of kings but of phantoms. It began in the early 2020s, a continuation of the fight that started in 2015, and it would end only when the last star burned out. For in the heart of every agent, the memory of that cold, ash-covered city lingered—a reminder that betrayal was the spark, but vengeance was the flame.

Just bodies in the ground and the quiet knowledge that the future had been bought one more day. By the late 22nd century the contracts changed. Nations were dissolving, megacorporations rising, and the first colony ships were clawing their way to the stars.
The Division followed the money and the threats.

The first outlaw stations beyond Pluto’s orbit.
Everywhere humanity spread, corruption followed, and the phantoms were already waiting. They learned new languages:
zero-gravity breaching, orbital sabotage, quantum encryption cracking.
The phoenix adapted, wings now traced in plasma light on the inside of a helmet HUD. When the first true interstellar jump points were charted, the Division was on the other side before the nav beacons cooled.
They had no nation to betray them anymore; only clients who paid in untraceable quanta and silence. By the 30th century the name “Phantom Division” had become myth even among myths,
whispered by pirates who found their ships mysteriously disabled,
repeated by corporate boards who woke to find their black projects erased overnight,
invoked by colonists who discovered entire slaver rings vanished without a shot fired in the open. Nine hundred and forty years after the betrayal in the snow and ash,
the same organization (smaller, harder, colder) still answers only to itself.
Still hunts the corrupt.
Still protects what is left of humanity’s future.
Still signs every completed contract with a single, silent symbol:A phoenix, wings spread, rising from the dark between stars. No government admits they exist.

Charter

Article I – Purpose
The Phantom Division exists to preserve order where no government or corporation dares to act. We execute the missions that keep the galaxy from collapsing: rescue, escort, counter-piracy, regime correction, and the silent removal of threats to humanity’s future. We are the last line. We do not fail.

Article II – Loyalty & Identity
Once you take the oath and wear the phoenix, you are Phantom Division for life.
There is no resignation.
There is no retirement.
There is only duty or death.

Article III – Secrecy
Our strength is invisibility.
No member shall reveal the Division’s existence, operations, or personnel to any outside entity.
Violation = immediate execution, no trial, no appeal.

Article IV – Treason & Rogue Agents
Any agent who abandons the cause, sells information, or acts against Division interests is declared rogue.
Rogues are hunted with absolute priority and terminated on sight.
No exceptions.
No forgiveness.

Article V – Allied Transfer
The only sanctioned departure is transfer to an allied organization approved by command.
You remain bound by this charter in perpetuity.
Betrayal of the ally = betrayal of the Division.
