The Galactic Empire is vast, and our agents are everywhere. Through this, we demoralize our foes. Through this, we inspire our loyalists. The scale of the Imperial war machine is unprecedented. Never before in the history of the community has such a fighting force been assembled. Under the Empire we celebrate:

CHAPTER 1: THE SECURITY FORCES

Structure of the Pre-Mor Forces: A Premier of Law

Chief Inspector: The Imperial Pre-Mor Forces ultimately answer to our Chief Inspector. They oversee all aspects of our enforcement and intelligence gathering branches, As well ensure good relations between the Empire and its distant citizens.

Corporate Security Headquarters: The Corporate Headquarters is the highest organizational body within the Governed Sector. This committee consists of the most senior Imperial officials from both the government, law enforcement, military and Imperial Intelligence. Regardless of the threat, the Corporate Headquarters must always coordinate the proper combination of ground, air, space and special operations to achieve a decisive outcome for the Empire. They oversee and manage all operations, citizens and Ideals of the Imperial Machine, upholding the Legal Codes of The Imperial Charter. Embodying the branches of Enforcement, Patrol and Inspectors.

Ubiqtorate:
The Ubiqtorate consists of Imperial Intelligence and the Imperial Security Bureaus most senior officials, and is responsible for coordinating all covert and special operations, ensuring that the Empire is always one step ahead of our enemies.

CHAPTER – 2: THE NEW ORDER

THE NEW ORDERPRESERVING THE EMPIRE’S RIGHT TO RULE

The Commission for the Preservation of the New Order, commonly referred to by its acronym COMPNOR, is a governmental agency dedicated to the promotion of the New Order Ideology.

Following the Proclamation of the New Order, COMPNOR was founded to bolster public support for the new regime, popularizing the ideals of order, control and the rule of law, while also promoting patriotism, civic pride, militarism and unyielding loyalty to the Galactic Empire!

Membership in COMPNOR is exclusive, and a great privilege to hold. In order to qualify, an individual must have served within the Empire or one of its territories for a minimum period of 3 months. In addition to this, applicants must have a clean service record, with no major infractions in order to join. Applications are vetted by the Imperial Security Bureau, and sent to the select committee for final evaluation and approval.

If approved, members of COMPNOR can request to join one of the organization’s subdivisions. Each sub-division plays their own unique role in the Imperial Government ranging from galactic diplomacy, to news broadcasting. Summarized, COMPNOR ensures loyalty and ideological consistency domestically, while contributing to the expansion of the Empire on a foreign-galactic level.

THE NEW ORDERCENTRALIZED AUTHORITY

Structure and organization are vital when building a functional and competent government. A clear and defined hierarchy leads to further efficiency, and less bureaucracy.

CHAPTER – 3: THE AUTHORITY

The New Order has laid the framework for the Empire’s success, establishing order and stability during an era of chaos and ruin. The objective of the Pre-Mor Authority is to further the ideology of the New Order in the unknown depths of space, while upholding its values and ensuring its continuation. Pursuing those who subvert its message and eliminating those who threaten the integrity and security of the Empire.

The Authority is responsible for all affairs relating to the vast ‘Sol Sector’, and is made up of one centralized enforcement agency branching across two subsidiaries. Each subsidiary fulfills a unique and crucial role in the continued upkeep of the Sector. Summarized, the duties of the Authority include the enforcement of Imperial law, maintaining imperial code, loyalty and ideology, rooting out potential rabble rousers, as well as maintaining the logistical operations of Imperial power.

Loyal Imperial citizens need not fear the Pre-Mor Authority old or new, as they have nothing to hide from us. It is every Imperial’s duty to comply with our directives, as it is in the pursuit of the Empire’s best Interests, their best interests! However, hidden deep among us are those who would seek to divide us. Those who wish to tear down and destroy our foundation in the pursuit of selfishness. They operate in the shadows of secrecy, spreading subversive opinions, passively undermining imperial authority and law.

We shall serve as the greatest contingency… With our inspectors, we show dedication among our citizens. Through our enforcers, we inspire one code of law. All subjects guilty of subversion will be pursued and exposed. All traitors, prosecuted. There will be no escape. Through our methods, we minimize the rebel thought. We prove the futility of challenging the Empire’s might.

CHAPTER – 4: THE ESTABLISHMENT

The Contingent; PMA-Inspectors ensure security through intelligence and supervision of Imperial law. Monitoring personnel, and looking out for any signs of disloyalty. All individuals deemed a threat to state security are immediately reported to ISB Liaisons and/ or Corporate Headquarters for further investigation.

Order and security are essential components of the Empire’s New Order. It is our values and sophistication that set us apart from the rest of the community’s depravity.

Their objective is to maintain this security, and to ensure the Empire’s continuation. Corpos within PMA-Enforcement embody the Pre-Mor Ranks as public enforcement officers, who police Authority installations and vessels. Each company or squadron has at least one liaison, responsible for ensuring that the personnel are motivated, loyal, and follow the guidelines and precepts of the New Order.

It is our duty to expose and arrest those who speak out against the Empire, making examples of those who challenge imperial narrative. Reminding citizens that acts of sedition won’t go unnoticed, that conspiracies won’t go unpunished!

We conduct frequent check-ups on holdings, ensuring that they fall in-line with Imperial ideology, and work closely with Inspectors to root out spies, traitors and radicals.

While investigating and logistics is the responsibility of PMA-INSPECTORS, PMA-ENFORCEMENT’s responsibility is to act on their findings. Arresting and detaining individuals deemed a threat by Corporate Headquarters.

Another responsibility of Inspectors is to maintain morale and fanaticism among Imperial Soldiers, especially on the battlefield. Defeatist comments and cowardice are unacceptable, and can be damaging to the fighting spirit of our men. It is therefore important to remind them what they are fighting for. To remind them of their great service for the good of the galaxy.

For the Authority is a force for good, and through our victory we liberate a community drowning in ignorance and degeneracy. We bring order and stability to a galaxy engulfed in chaos and corrosion. It is our duty, it is our destiny. There is no price too great for Victory!

Our Inspectors are also experts in logistics, raiding and report writing, giving the ISB an insight into the Authorities social climate.

Combining success with propaganda, we are able to promote the effectiveness of our code of law, reminding citizens that we are always watching.

For without us, there is little that stands in the way for chaos and disorder. There is little preventing our enemies from destroying our frontier, subverting our values and undermining our standards. We are indeed a necessity, watching over the Imperial holdings, ensuring thier safety and continued expansion.

The limb which enables our progression through the vastness of space is PMA-Patrol which transport and secure our supplies, officers and ships to uphold the sanctity of the Authority.

THE IMPERIAL CHARTER
Legal Code of the New Order

ARTICLE 1 – IMPERIAL LAW: GENERAL MANDATE

Based on the principles of the New Order, the Imperial Charter is the Galactic Empire’s highest legal document. Drafted to ensure a safe, secure and prosperous Empire, the Imperial Charter applies to all members of the Galactic Empire, regardless of rank, branch or position. It also applies to any foreign dignitaries or citizens who enter Imperial controlled territory.

The Imperial Charter is enforced by the Imperial Security Bureau. An agency responsible for dealing with serious crimes committed within the Galactic Empire;
Sedition, treason, subversion, espionage, and other activities of which threaten the security of the Galactic Empire fall within the jurisdiction of the ISB.

ARTICLE 2 – IMPERIAL LAW: MILITARY REGULATIONS

Imperial personnel are held to a high standard, and are held accountable for their actions. Order and the Rule of Law form the basis of Imperial Society, without it there is only chaos and ruin. It is the duty of Imperial Officers to ensure that these laws are followed, and anyone found to be breaching them is to be reported to the Imperial Security Bureau.

A2;1 – INSUBORDINATION: The deliberate act of disobeying an order from a superior officer.

A2;2 – DISRESPECT TO A SUPERIOR: Showing disrespect to someone of a superior rank and/or position in comparison to yourself.

A2;3 – UNAUTHORISED DISTRIBUTION OF CLASSIFIED INFORMATION: Distributing classified, secret or otherwise restricted information to personnel unauthorised to receive it!

A2;4 – NON-COMPLIANCE WITH THE IMPERIAL CHARTER: A member of the Galactic Empire who fails to comply with, or enforce the legal statues outlined within the Imperial Charter.

A2;5 – ABSENCE WITHOUT LEAVE: A member of the Galactic Empire, who fails to report for duty without requesting leave from their commanding officer.

A2;6 – CONDUCT UNBECOMING OF AN IMPERIAL: Any Imperial of which conducts themselves in an inappropriate or otherwise deemed unprofessional manner whilst on-duty, or in the public eye.

A2:7 – BREACH OF UNIFORM REGULATIONS: Utilizing armour, insignia, or any other piece of personalized equipment of which hasn’t been issued by the Imperial Military is strictly prohibited.

ARTICLE 3 – IMPERIAL LAW: DOMESTIC LEGISLATION:

Domestic Legislation is related to affairs outside of the Imperial Military, pertaining to the actions of both Imperial Citizens, and foreign representatives present on Imperial territory!

A3;1 – FORGERY OF IMPERIAL DOCUMENTS: The deliberate act of falsifying or editing an Imperial Document, Identification Card, Signature, etc

A3;2 – INCITEMENT: The act of encouraging and inciting others to break Imperial Law.

A3;3 – BRIBERY: Attempting or successfully persuading an Imperial to break Imperial Law by offering an incentive. Those who accept bribes will be punished alongside the perpetrator.

A3;4 – CIVIL DISORDER: A person who causes disorder within the Galactic Empire through provocative language, actions or material.

A3;5 – BLACKMAIL: The attempt to subvert the Imperial Legal System through means of extortion.

ARTICLE 4 – IMPERIAL LAW: HIGH CRIMES

The most serious crimes pertaining to actions committed directly against the Galactic Empire, or which threaten the stability and security of the New Order!

A4;1 – TREASON: The successful act or attempt at betraying and/or defecting from the Galactic Empire. Anti-Imperial activism also constitutes treason, as well as holding membership in a recognised anti-imperial organisation. A4;2 – HIGH TREASON: The act of attempting an overthrow of the Galactic Empire’s leadership.

A4;3 – CONSPIRACY: The participation in any group (secret or not), or individually planning to undermine, subvert, damage or take over the Imperial Government through illegal means. This also includes the planning to commit a crime against the Galactic Empire, it’s members and citizens.

A4;4 – IMPERSONATION OF AN IMPERIAL OFFICIAL: The deliberate act of a person to impersonate an Imperial officer, government official or agent of the Imperial Security Bureau.

A4;5 – SEDITION: Making a negative comment, speech or broadcast against the Galactic Empire, it’s ideology, values, laws and leadership, as well as the act of spreading anti-imperial propaganda or information critical against the Imperial Regime.

A4;6 – SUBVERSION: The active partaking in activities of which subvert, damage or otherwise undermine the sanctity of the Galactic Empire, and the New Order.

A4;7 – OBSTRUCTION OF IMPERIAL LEGAL JUSTICE: Any action or attempt at undermining the legal system of the Galactic Empire through the obstruction of justice, or interference in Imperial investigations.

A4;8 – SUBSCRIPTION TO DANGEROUS IDEOLOGIES: Subscription to an ideology, principle, philosophy or belief which is contrary to the Empire’s New Order, or otherwise deemed a danger to society.

A4;9 – ESPIONAGE: Successfully or unsuccessfully infiltrating the Galactic Empire for the purpose of gathering information, classified intelligence or sabotaging Imperial operational capacity. As well as the act or attempted transfer of documents and information on behalf of a foreign entity or organisation. This also includes the attempted transfer of Starships, Starfighters, Vehicles, Weapons and anything else deemed as Stolen Imperial Property.

A4;10 – AIDING ENEMIES OF THE EMPIRE: The act or attempt at collaborating with and/or aiding any person or organisation deemed as an enemy of the Empire.

A4;11 – ASSASSINATION: The act or attempt at assassinating any Imperial Government Official, Agent of the Imperial Security Bureau, or Officer above the rank of O1.

A4;12 – TERRORISM: The use of violence, fear and intimidation in order to achieve a political goal of which conflicts with that of the Galactic Empire.

A4;13 – RESISTING ARREST: The refusal to cooperate with ISB Agents and obey their directives during an arrest, as well as the act or attempt at resisting being taken into Imperial Custody.

ARTICLE 5 – IMPERIAL LAWFOREIGN JUSTICE MANDATE

The Imperial Foreign Justice Mandate exists to ensure the Galactic Empire’s sovereignty, and is applied to foreign entities, organisations and citizens. Failure to comply with the Imperial Foreign Justice Mandate may result in retaliation from the Galactic Empire. The measure and method of retaliation is left at the discretion of the Imperial Military, and will depend on the severity of infraction committed by the offending entity, organisation or person!

A5;1 – INTERFERING WITH IMPERIAL DOMESTIC AFFAIRS: The deliberate act by a foreign entity or person to interfere with or influence the domestic affairs of the Galactic Empire, thus violating Imperial Sovereignty. Domestic affairs include, but are not limited to laws, elections, culture, ideology and civic opinion.

A5;2 – INTERFERING WITH IMPERIAL MILITARY AFFAIRS: The act or attempt by a foreign organisation or person to interfere with or influence Imperial Military Affairs through fraternization with Imperial Personnel, or through other means such as espionage, or public disinformation campaigns. Imperial Military Affairs include, but are not limited to Recruitment, Military Education, Promotions, Demotions and Military Decisions.

A5;3 – HARBOURING ENEMIES OF THE EMPIRE: The Deliberate act of harbouring criminals and enemies of the Empire by a foregin entity, and the refusal to extradite them back to Imperial Space for trial.

A5;4 – SPREADING ANTI-IMPERIAL PROPAGANDA & SENTIMENT: The manufacture and publication of anti-imperial statements, media, propaganda and sentiment by a foreign organisation, entity or individual.

A5;5 – IMPERSONATION OF AN IMPERIAL: The act of fraudulently Impersonating an Imperial, a representative of the Galactic Empire, or the Galactic Empire as a whole by a foreign individual, entity or organisation.

A5;6 – SLICING & NETWORK MANIPULATION: The act or attempt at slicing into Imperial databanks, hacking and/or using means of network manipulation to undermine the effectiveness of the Galactic Empire & it’s military.

A5;7 – UNLAWFUL THEFT OF IMPERIAL PROPERTY: The act or attempt by a foreign entity or person, at stealing Imperial Property, documents, starships, starfighters, vehicles and other assets deemed as Imperial State Property.

A5;8 – UNLAWFUL OCCUPATION OF IMPERIAL TERRITORY: The attempted or successful occupation of Imperial territory by a foreign entity, organisation or person. Unlawfully occupying Military Installations, Bases, or anything else within the outlined confinements of Imperial Space is to be taken as an act of war.

A5;9 – PIRACY: The unlawful seizure of an Imperial vessel by a foreign entity, organisation or person constitutes as piracy and will be regarded as an act of war.

A5;10 – BLOCKADING IMPERIAL TERRITORY: Attempts by foreign entities to blockade the Galactic Empire will be taken as an act of war.

A5;11 – AGGRESSIVE ACTION: Foreign entities or persons who act in an aggressive manner, either politically or militarily toward Imperial Personnel, Officials or the Galactic Empire itself will be subject to Imperial Retaliation.

A5;12 – SPYING ON THE GALACTIC EMPIRE: Attempts, either successful or unsuccessful at infiltrating the Galactic Empire by foreign entities and persons will be regarded as an act of war.

A5;13 – FOREIGN CONDUCT ON IMPERIAL TERRITORY: Foreign representatives, troops, or individuals legally on Imperial Territory are bound by all laws stated in the Imperial Charter!

ARTICLE 6 – APPLICATION OF THE CHARTER

The Imperial Charter is applied to the entirety of the Galactic Empire, including it’s subjects, territories, citizens and personnel. All members of the Galactic Empire, as well as foreign representatives on Imperial territory are subject to the charter’s laws and mandates. Exemptions from the Imperial Charter may only be made by the Imperial Security Bureau, Imperial Intelligence, or the Moff’s own Personal Guard Unit. These exemptions require good reasoning, as well as authorisation from the Moff, or members of the Ubiqtorate.

Should a person who has broken the laws of the Imperial Charter flee to another system, organisation, entity or territory, the Galactic Empire reserves the right to extradite them back to Imperial Space for trial. This is to be done with any means necessary, for those who subvert Imperial Justice will be swiftly punished.

Arresting members of Imperial High Command Requires the Moff’s approval, unless it is a matter of utmost urgency pertaining to Imperial State Security, where a temporary arrest may be made (the Moff’s approval will be required for the person in question to remain detained after 48 Hours).

The Bylaws outlined in the Imperial Charter can also be applied to foreign organisations if deemed necessary (See Article 5)

ARTICLE 7 – CULTURE, MEDIA & SPEECH

The Commission for the Preservation of the New Order, is an agency responsible for the promotion of civic patriotism, promoting the ideals of the New Order, and monitoring the cultural progression of the Galactic Empire. It consists of sub-divisions such as the Ministry of Information, and the Coalition for Progress.

The Imperial Holonet, the official source for Imperial News is monitored and run by the Ministry of Information, who evaluate statements, material and media, ensuring that it is fit for publication.

The Imperial Security Bureau reserves the right to remove any content, statements, material or media deemed a risk to Imperial State Security. This also includes any forms of incendiary speech or statements deemed antithetical to the Galactic Empire posted within public, or military communications channels or forums.

All communications, as well as statements and media releases are required to adhere to the laws and statutes outlined within the Imperial Charter!

ARTICLE 8 – CIVIC DUTY: REPORTING A CRIME

Members and citizens of the Galactic Empire are to report any violations of the Imperial Charter to the Imperial Security Bureau immediately. Their civic duty ends after this report has been made, as it is the ISB’s job, along with organisations concerned to carry out the investigation.

Failure to report suspected criminal activity may result in a criminal charge and investigation for perverting the course of justice.

ARTICLE 9 – TRIALS

All criminals charged under the Imperial Charter will be put on trial. Throughout the duration of the legal proceedings, the accused is to be regarded as guilty until proven innocent. For misdemeanor offences, officers can request that the trial be avoided, and subsequent punishment carried out.

There are three stages in the Imperial Court System, these stages include:

Imperial Branch Court: Each branch within the Imperial Military has their own court. This court is represented by the branch officers and leadership, and is responsible for trials relating to low-level crimes and misdemeanor offences.

Imperial Military Court: The Military Court is represented by top Military officials within the Galactic Empire, and responsible for court martial proceedings.

Imperial High Court: The Imperial High Court consists of the Ubiqtorate, as well as the highest members of the Commission for the Preservation of the New Order, and is responsible for trials relating to Article 4: High Crimes. ISB Agents, as well as High-Command and other top ranking imperial officials are also tried by the High Court, regardless of crime.

Any verdicts by lower courts are able to be overturned by the Imperial High Court! Should an accused fail to show up for their trial, it is to be assumed that the accused is guilty, and they will simply be sentenced in their absence.

ARTICLE 10 – PUNISHMENTS:

Any individual who breaks Imperial Law is to expect their apprehension and subsequent punishment. Punishments may vary depending on the severity and nature of the crime committed, and exist in order to discourage the act of challenging Imperial Justice!

LIST OF PUNISHMENTS AND SENTENCES

Shudders: A form of “physical” punishment, usually given out for infractions & misdemeanor offences. The duration of shudders given will depend on the severity of the infraction.

Mandatory Recruitment: Given for misdemeanor offences, mandatory recruitment is carried out by the offender until they have successfully recruited a defined amount of recruits. The amount required will depend on the severity of the infraction committed. The offender will be banned from rank progression, and given lower priority in activity until the sentence has been carried out successfully.

Demotion: For more serious infractions, a demotion of rank is in order! Lower level enlisted (E1-E6), as well as Junior officers (O1-O2), may be tried in their respective branch courts. Senior Enlisted (E7-E9), as well as Senior Officers (O3-O6) are required to be tried at the level of Imperial Military Court. Officers of Imperial High Command are required to be tried at the Imperial High Court.

Enforced Transfer: A form of punishment given to those who have brought great dishonour upon their unit, or branch of service for repeated infractions, or failures in their duties. Enforced transfer results in the offender being forcibly moved to a less desirable unit. Both officers and enlisted are eligible for enforced transfer regardless of rank, however are required to go through their respective court systems.

Dishonourable Discharge: A sentence given for serious infractions as well as High Crimes resulting in a court martial proceeding. Those dishonourably discharged from the Galactic Empire are not only prohibited from re-enlisting in the imperial military, but also forbidden from joining any military of an allied organisation, or subject of the Galactic Empire.

Execution: For the most egregious of crimes committed against the Empire and its people, the sentence of execution results in the individual being terminated. In addition, all public records and mentions of said individual will be erased from history! Lastly, if the individual is able to evade capture, the Galactic Empire will place them upon our list of “Enemies of the Empire”. In accordance with the Foreign Justice Mandate, organisations that refuse to extradite said individuals will be targeted for their lack of cooperation!
