Charter

The Founding Charter of the Stellar Recovery & Operations Authority
Article I — Establishment

The Stellar Recovery & Operations Authority (SROA) is hereby established as an independent, interstellar operational body dedicated to crisis response, recovery operations, and systemic stabilization across recognized and unrecognized territories of inhabited space.

SROA shall operate as a neutral authority, unaffiliated with singular planetary governance, corporate ownership, or military command structure.

Article II — Core Mandate

SROA is charged with the following primary objectives:

Emergency Response
Immediate deployment to distress events including but not limited to shipwrecks, colony collapse, environmental disasters, structural failures, and hostile incursions.

Recovery Operations
Salvage, extraction, medical evacuation, infrastructure repair, and restoration of operational stability.

Operational Stabilization
Long-term logistical, engineering, and security support to prevent recurrence of systemic failures.

Humanitarian Protection

Article III — Principles of Governance

All SROA operations shall be governed by the following principles:
