The Special Services Response Group was created by former military and special security forces, and later expanded with the addition of specialized freelancers, with the purpose of exploration, high-risk salvage operations, and providing security transportation to corporations and dignitaries.

The agency is committed to providing exploration and survey operations, high-risk salvage operations, dignitary escort & protection flights, as well as corporate shipping security services. As ex-military and special security services operatives our agents have a wide variety of expertise and can provide individuals and organizations with the highest quality services with the least amount of governmental intrusion.

P1 – UNIFORM CODE OF BEHAVIOR

1.0 Agents shall abide by the chain of command at all times.
2.0 The agency is a roleplay organization and agents shall, at all times required, remain in character until instructed otherwise.
3.0 Agents represent the agency at all times, while in or out of character, and shall not act in such a manner so as to diminish the reputation of the SSRG in any way.
3.1 No agent shall haze, harass, discriminate, or otherwise abuse any agent, Citizen, or civilian.
3.2 No agent shall engage in inflammatory conversations / posts on the RSI forums or any other medium.
3.3 Agents shall report any UCB violations to their direct supervisor immediately.
3.3.a Agents shall report UCB violations to the Deputy Director of Operations only when their immediate supervisor is the agent in question.
3.4 Upon learning of a report of a UCB violation a supervisor shall gather all pertinent details, collect any evidence, and report his or her findings to the Deputy Director of Operations.
3.4.a The Deputy Director of Operations shall adjudicate based on the information presented regarding UCB violations, shall make a recommendation of disciplinary action to the Director, and shall carry out all disciplinary actions approved by the Director.

P2 – ADMISSIONS AND PROMOTION PROCEDURES

1.0 All applicants shall be reviewed by the agency directorate and recommendations for admission shall be made to the agency Director.
1.1 All applicants are to be screened for level of experience, desired level of agency interaction, desired agency role, and other qualities deemed important by the agency directorate.
2.0 All successful applicants shall be appointed in grade as Agent I, in rank as Ensign, and shall serve a period of probation to be determined by the agency department head.
2.1 Upon successful completion of probation, Agents I shall be promoted to the rank of Lieutenant Junior Grade, and shall remain in the grade of Agent I.
2.2 Multiple level promotions are not disallowed, however, must be approved by the agency Director.
2.3 All appointments to agency department leadership positions shall be recommended by the department head and authorized through the Deputy Director of Operations.
2.4 No applicant shall be disqualified solely based on sex, race, species, age, disability, color, creed, national origin, religion, or sexual orientation. However, the agency is a private organization, does not receive special funding from the government, and reserves the right to deny candidacy on the basis of poor cohesion to agency life.
3.0 All promotions are subject to review and approval by the agency Director.

P2 – A: Rank Structure & Grade
1.0 A series of grades shall be established in order to successfully facilitate agency leadership.
1.1 A series of ranks shall be established, within each grade, in order to promote leadership development and acknowledge enhanced skills.
2.0 Rank shall not, at any time, for any reason, supersede grade.
3.0 Certain ranks shall be reserved for particular grades, or shall be awarded for meritorious service at the discretion of the agency directorate.
4.0 Grade authority shall be outlined in section P3 – Command Authority and grades shall be established as follows:

Agent I
5.0 Ranks shall be established as follows, and shall be subject to the following terms:
Fleet Admiral shall be the highest rank, and shall be held by the Director.
Admiral shall be held by the Deputy Director of Operations.
Vice Admiral shall be held by all other Deputy Directors of the agency directorate.
Rear Admiral shall be the last rank held by a Special Agent in Charge.
Rear Admiral shall be the highest achievable rank without being promoted into a Deputy Directorship.
Commodore shall be the first rank held by a Special Agent in Charge.
Captain shall be the last rank held by a Special Agent.
Captain shall be the mandatory rank for any Special Agent assigned to assist a Deputy Director.
Commander shall be the first rank held by a Special Agent.
Lieutenant Commander shall be the last rank held by an Agent II.
Lieutenant shall be the first rank held by an Agent II.
Lieutenant Junior Grade shall be the last rank held by an Agent I.
Ensign shall be the first rank held by an Agent I.

P3 – COMMAND AUTHORITY

P3 – A: Agency Director
1.0 The Agency Director shall have purview over all aspects of the Special Services Response Group and shall have the authority to review, overturn, or re valuate any decision of the agency directorate or it’s subordinates.

P3 – B: Deputy Directors
1.0 The Director shall have at his or her disposal such number of Deputy Directors as is necessary to facilitate the effective running of this agency.
1.1 Deputy Directors shall be appointed by, and serve at the pleasure of, the Director.
2.0 The Deputy Directors shall serve as the agency department heads and shall serve as the body of the agency directorate.
3.0 The agency directorate shall be the governing body of the agency and shall report directly to the agency Director.
3.1 The directorate shall be responsible for all recommendations regarding agency policy and procedure change as well as commendation and promotion awards.
3.2 All matters which fall under the directorate’s purview, and which may require final approval, shall be submitted to the Director for review on a weekly basis.
3.2.a Candidacy approvals, commendations, disciplinary actions, policy & procedure changes, promotions, and other events require final approval from the Director.
4.0 The Deputy Directors shall have the authority to promulgate rules within their respective departments.
4.1 Departmental rules shall not conflict with the SSRG Charter.
4.2 The following agency departments shall be created and shall function as follows:
4.2.a The Deputy Director of Commerce & Logistics shall develop all trade strategies and serve as the agency chief financial officer.
4.2.b The Deputy Director of Communications shall develop all marketing, recruiting, and agency memorandum to include website maintenance.
4.2.c The Deputy Director of Defense Intelligence shall have the authority to oversee all combat and security operations and shall bring all recommendations for promotion and commendation to the attention of the agency directorate.
4.2.d The Deputy Director of Operations shall serve as the agency executive officer and shall head the agency directorate.
5.0 Deputy Directors shall keep detailed accounts of all agents under their supervision for review upon request of the directorate or Director.

P3 – C: Special Agents in Charge
1.0 At the recommendation of the Deputy Director of Defense Intelligence a number of Special Agents in Charge shall be established for the purpose of providing leadership at the flight group level.
2.0 Special Agents in Charge shall have the authority, under supervision of the Deputy Director of Defense Intelligence, to develop agency standards regarding combat actions and train all subordinate agents in combat maneuvers.
3.0 Special Agents in Charge shall, during the operation of agency missions, have the authority to direct all agency flight traffic involved in an Help!action area.
4.0 Special Agents shall recommend any subordinate agent found eligible for promotion or commendation to the Deputy Director of Defense Intelligence.

P3 – D: Special Agents
1.0 Special Agents shall be promoted at the recommendation of the Special Agent in Charge.
2.0 Special Agents shall serve as the support officer to the Special Agent in Charge.
3.0 Special Agents may be tapped to serve as an aide to a Deputy Director upon approval of the agency directorate.
4.0 Special Agents shall serve as mentors to any subordinate agents in their flight group or unit.
4.1 Special Agents shall not be considered a direct supervisor.

P3 – E: Agents I and II
1.0 Agents I and II shall serve as the main body of the agency, filling all line officer duties.
2.0 Agents shall operate under the mentorship of a Special Agent and the direct supervision of a Deputy Director.
2.1 Agents operating in a flight group shall be under the direct supervision of a Special Agent in Charge.

P4 – COMMUNICATION PROTOCOL

1.0 Agents shall utilize the ICAO phoenetic alphabet for call-sign identification.
2.0 Communication shall follow the rule “hey you, this is me”. (e.g. “Alpha Leader [who you are calling], Alpha 1 [you], sector is clear”.)
3.0 During combat operations radio silence shall be observed at the discretion of the action area commander.
4.0 Standard codes and call signs shall be developed in order to facilitate accurate communication between agency units.

P4 – A: Standard Communication Codes
1.0 To signify you understand a transmission agents shall utilize “affirmative”, “roger”, “copy”, “solid copy”, or “5 by 5”.
2.0 To signify you do not understand a transmission agents shall utilize “10-9?” or “negative copy, say again?”.
3.0 To signify you cannot comply with a request agents shall utilize “negative, [call sign], cannot comply – [reason]”.

P4 – B: Call Signs
1.0 Call signs shall be utilized for the beginning of all communication between agency units.
1.1 Once communication has been established agency units are not required to continue identifying themselves by call sign for each phrase uttered. (i.e. Once communication between Alpha Leader and Alpha 1 is established, Alpha 1 does not have to call himself Alpha 1 before each new sentence until communication is ended with Alpha Leader. Then, new communication protocol resumes).
2.0 Call signs shall be established as follows:

Deputy Director of Operations = Sierra 1
Deputy Director of Defense Intelligence = Sierra 2
Special Agent in Charge, Flight Wing Alpha = Alpha Leader
Special Agent, Agent II, or Agent I, Fling Wing Alpha = Alpha 1, 2, and 3
Special Agent in Charge, Flight Wing Bravo = Bravo Leader
Special Agent, Agent II, or Agent I, Flight Wing Bravo = Bravo 1, 2, and 3
Deputy Director of Commerce & Logistics = Sierra 3

P5 – ACTION AREA PROTOCOL

1.0 An action area is any area of land, sea, or space in which the agency is operating at any particular time.
1.1 An action area shall be deemed active if agents are not standing by prior to start of mission operations.
2.0 The action area commander shall be the agent who initiates the current mission unless he/she defers to a more senior agent upon their arrival in area.
3.0 Upon an agents arrival to an active action area, said agent shall identify him or herself to the mission commander and request instruction. (e.g. “Mission commander, Bravo 2, onsite and requesting orders”.)
4.0 Unless a ranking agent has a specific purpose in an action area he or she shall not assume command of another agent’s mission.
4.1 Should a mission commander desire to relinquish command of an action area to a ranking agent he or she may do so by requesting permission to transfer command to the ranking agent. (e.g. The Deputy Director of Defense Intelligence arrives at an action area and only a few members of Alpha Flight are on site. The acting leader of alpha wing might say “Sierra 2, Alpha 1, permission to transfer command to your authority?”)
4.3 Agents classified at Deputy Director level or above my assume command of an action area if deemed necessary for successful completion of operation goals and/or in order to save lives of SSRG agents. This shall be accomplished by broadcasting his/her call sign and clearly stating he/she is taking command of the action area. (e.g. “This is Sierra 3, I have command of the action area”.)
4.3.a All agents classified at Deputy Director level shall defer to the Deputy Director of Defense Intelligence during combat or security actions. However, the Deputy Director of Operations may still advise the Deputy Director of Defense Intelligence in regard to agency goals during these actions.

P6 – FLEET & INFRASTRUCTURE

P6 – A: Requisitions for New Assets, Equipment, or Infrastructure
1.0 The Agency Directorate shall be responsible for reviewing and approving all requests for funding in regard to the acquisition of new assets, equipment, and infrastructure.
1.1 Examples include, but are not limited to, the addition of new ships to the agency fleet, new arms and armaments for existing ships, firearms and other personal weapons, hangars, bases, and other facilities, and uniforms or other personal gear.
1.2 The Deputy Director of Commerce & Logistics shall be responsible for maintaining accurate and detailed reports of all expenditures regarding new acquisitions and shall make said reports available to the Director or Agency Directorate upon request.
2.0 Agents may requisition new equipment necessary to accomplish any assigned task and shall forward said requisitions to their immediate supervisor for approval.
2.1 Supervisors shall investigate any requisitions made by their subordinates, shall determine the accuracy of the need for such equipment, and shall forward any approved requisition to the Director of Commerce & Logistics.
2.2 The Director of Commerce & Logistics shall bring all requisitions for new assets, equipment, or infrastructure before the Agency Directorate, whose decision will be final and may not be appealed.
2.3 The Director may overturn any decision by the Agency Directorate.
3.0 The Deputy Director of each department shall be responsible for maintaining an accurate list of all current holdings in use by their department and shall deconflict requisitions for new equipment to ensure duplication does not occur.
4.0 The Deputy Director of each department shall be empowered to authorize the immediate release of funds in order to maintain operational integrity of their department and any operation conducted within their purview.
4.1 The Deputy Director of Operations shall review any such emergency fund release and shall make a ruling as to the validity of the claimed emergency situation.
4.2 When the claimed emergency is upheld, no further action will be taken and the Deputy Director of Commerce & Logistics shall make notation in his or her records of the expenditure approval.
4.3 When the claimed emergency is struck down, the Deputy Director of Operations shall notify the Deputy Directors of Commerce & Logistics and Defense Intelligence, who shall then be responsible for coordinating cost/benefit analysis.
4.3a The cost/benefit analysis shall be used by the Deputy Director of Operations in order to determine an appropriate sanction for the offending agent(s) and this sanction shall be referred to the Director for approval.
4.3b Sanctions shall include, but are not limited to, fines, suspensions, forfeiture of assets, or termination.

P6 – B: Fleet & Infrastructure Maintenance
1.0 Funds shall be made available by the Deputy Director of Commerce & Logistics sufficient to maintain the agency fleet and any infrastructure under the operation of this agency.
1.1 The Deputy Director of Commerce & Logistics shall maintain accurate and detailed records regarding all expenditures and shall disclose all such data to the Director or Agency Directorate upon request.
2.0 The Deputy Director of Defense Intelligence shall establish the Equipment Operational Standards (EOS) for all agency equipment.
2.1 Agency EOS shall comply with standards set by UEE law for equipment under civilian use.
2.2 Agency EOS shall not exceed standards maintained by the UEE Navy.
3.0 Non-agency equipment used by SSRG agents in the course of their official duties may be eligible for subsidies , on a case-by-case basis, as determined by the Agency Directorate.
3.1 Subsidies must be requested in writing to the requesting agent’s immediate supervisor.
3.2 Supervisors shall review any subsidy requests, shall gather evidence to verify the validity of the request, and shall forward their findings to the Deputy Director of Commerce & Logistics.

P6 – C: Fleet Commissioning
1.0 The Agency Directorate shall make all rulings regarding the commission of any vessel in the agency fleet.
2.0 The Deputy Directors shall make all recommendations regarding any official vessel to be used by their department.
3.0 The Deputy Director of Operations shall approve the naming of all agency vessels.
4.0 The Agency Directorate shall develop and maintain a listing of all commissioned vessels in the agency fleet.
4.1 The fleet listing shall detail the purpose of each vessel along with any assigned crew positions and requirements for each position.
5.0 The SSRG Fleet shall be made up of the following vessels:

SSRG William Quantrill – Role, Combat Flagship – Class, Polaris.
SSRG Covenant – Role, Combat Operations – Class, Freelancer MIS.
