2) Conduct security clearance reviews: Stolas Intelligence Agency should periodically review the security clearance levels of its agents and contractors to ensure that only those with a legitimate need for access to sensitive information are granted access.

3) Develop and implement training programs: Stolas Intelligence Agency should provide regular training to its agents and contractors on the importance of secrecy and the proper handling of confidential information.

4) Implement secure communication systems: Stolas Intelligence Agency should ensure that its communication systems are secure and encrypted to prevent unauthorized access.

5) Monitor and audit access to sensitive information: Stolas Intelligence Agency should implement regular audits to monitor access to sensitive information and ensure that only authorized individuals are accessing it.

6) Continuously review and improve the policies and procedures: Stolas Intelligence Agency should regularly review its policies and procedures to ensure that they are effective and up-to-date.

7) Foster a culture of confidentiality: Stolas Intelligence Agency should encourage a culture of confidentiality among its agents and contractors, emphasizing the importance of discretion and the potential consequences of breaches of confidentiality.

8) Build partnerships with other organizations: Stolas Intelligence Agency should build partnerships with other organizations that share its commitment to secrecy, fostering collaboration and information-sharing while maintaining the highest levels of confidentiality.

9) Stay up-to-date on emerging threats and technologies: Stolas Intelligence Agency should stay informed about emerging threats and technologies that could compromise secrecy and take proactive steps to address these threats.

10) Work with regulatory bodies: Stolas Intelligence Agency should work with regulatory bodies to ensure that its policies and procedures meet or exceed the standards required by law, while still maintaining the highest levels of secrecy.

Article I – Establishment and Purpose

- The Stolas Intelligence Agency (hereafter “The Agency”) is hereby established as a department of the United Empire of Earth (UEE) government.
- The purpose of the Agency is to carry out covert operations that are necessary for the security and well-being of the UEE, including Combat, Intelligence, Infiltrations, Technology, Foreign Affairs, Political Warfare and other related activities.

Article II – Organization and Management

- The Agency shall be led by the Deep State, who shall be appointed by the UEE government and shall report directly to the highest levels of government.
- The Deep State shall have the authority to appoint and dismiss agents of the Agency and shall be responsible for managing the operations and resources of the Agency.
- The Deep State shall also be responsible for ensuring that the activities of the Agency are redacted from UEE records.

Article III – Powers and Functions

- The Agency shall have the power to carry out covert operations and to gather and analyze intelligence necessary for the security and well-being of the UEE & Clients.
- The Agency shall have the authority to enter into contracts with other organizations for the purpose of protecting sensitive information and operations from being exposed.
- The Agency shall have the power to develop and use new technologies and strategies necessary to accomplish their mission.
- The Agency shall operate with complete autonomy, and its operations shall not be subject to review by any external authority, except as otherwise provided by law.

Article IV – Accountability and Oversight

- The Agency shall be accountable to the highest levels of government and shall provide periodic reports to the UEE government on its operations and activities.
- The UEE government shall have the power to appoint an Inspector General to oversee the operations and activities of the Agency and to ensure that the Agency is operating in compliance with UEE laws and regulations.
- The Inspector General shall have the power to investigate the operations and activities of the Agency and to report the results of such investigations to the UEE government.

Article V – Confidentiality and Security

- The Agency shall maintain the confidentiality and security of all information and operations related to its activities.
- The Agency shall take all necessary measures to ensure the security of its facilities, personnel, and equipment.
- Any individual who has access to the operations and activities of the Agency shall be subject to strict security and confidentiality protocols.

Article VI – Termination and Amendment

- This Charter may be terminated or amended by the UEE government at any time, with or without cause, upon notice to the Director of the Agency.
- Any termination or amendment of this Charter shall not affect the liability of the Agency or its agents for any actions taken prior to the termination or amendment.

Signed in 2895 by the UEE government, this Legislative Charter establishes the Stolas Intelligence Agency as a department of the UEE government and sets forth the powers, functions, accountability, and security protocols of the Agency.
