After The Massacre of Garron II and the downfall of the first Imperator, underground espionage groups began to form in reaction to the exposure of flagrant corruption. Their purpose was to comprehensively infiltrate the new developing UEE structure as well as several monolithic terraforming and industrial space corporations.

Many of these groups formed of good intentions were eventually routed, arrested, or monetarily seduced by the very powers they attempted to keep in check. One organization, however, maintained an uncanny (and frustrating) record of success in undermining their targets. They were know as Osprey. They were so successful in their secrecy in fact that among the lore that grew around them came the euphemism “Can’t say, Osprey,” which was often said when one was keeping a secret because the person next to them might very well be an Osprey operative. In 2890, After nearly a century of legend, the UEE arrested 6 citizens near the Synthworld Project. Rumors shot out through the spectrum that these arrests were Osprey related, but none of the names nor information about them were ever made public. Years after, a cryptic poem with the Osprey emblem was broadcast from Vanduul space.

It remains one of the great human secret society mysteries akin to the Illuminati.

During the past 50 years a mercenary organization known as Shattered Wing (SWG) gained a similar, albeit more public reputation. With a high success rate and non-disclosure of internal operations, SWG seems to be on track to filling the void of the historical Osprey. Some conclude that Shattered Wing has ancestral ties to Osprey given their somewhat parallel emblem and tactics, but Shattered Wing public relations officers only state (in response to this question) that their operations are highly confidential, not illegal.
