We, the New Galactic Order (N.G.O), under the unyielding command of Captain Carnage, hereby declare our intentions, motives, and views to all who dwell in the void. From the shattered remnants of betrayal, we rise as the inexorable force that will reshape the galaxy. No longer shall the stars suffer under the feeble grasp of the UEE or the savage whims of pirates. We are the dawn of true dominion.
Our Origins: Forged in Fire and Treachery
In the year 2955, amid the savage Pyro incursion, Captain Carnage – a decorated hero of the UEE Navy’s Vanguard Legion – led a valiant defense of a vital convoy against Vanduul hordes and pirate filth. Yet, corruption festered at the core: Bureaucrats in Area 18, bloated on their ill-gotten gains, abandoned us, withholding reinforcements to line their pockets. The Carnage’s Fury burned, comrades fell, but from that inferno, N.G.O was born. Survivors – mercenaries scarred by war, miners cast adrift, traders betrayed by the system – rallied to Carnage’s banner. We vowed: Never again would we kneel to the weak. Chaos breeds only ruin; order must be imposed by the strong.
Our Intentions: Seize, Conquer, Dominate

We will take control of the systems. Stanton’s gleaming refineries, Pyro’s lawless outposts, Nyx’s hidden depths – all shall bend to our will. We claim sovereignty over trade routes, mining fields, and jump points. Our fleets will patrol, our enforcers will occupy, and our legates will govern. Resistance will be met with overwhelming force; submission ensures prosperity under our shield.
We will take anything we want. Resources to fuel our empire, ships to bolster our armada, allegiance from those wise enough to join. What we desire, we possess. No artifact, no cargo, no world is beyond our grasp. The ‘verse is ours for the claiming – by right of strength and vision.

Edict of Conduct: Bindings of the Iron Fist
Fellow members of N.G.O – The New Galactic Order, under the supreme gaze of Captain Carnage, these rules are the unbreakable chains that forge our empire from the chaos of the ‘verse. They are public, proclaimed to all spacers, so that allies know our strength and foes tremble at our resolve. Abide by them with absolute loyalty, or face expulsion into the void. We are Order. We are Law. We are Inevitable.
These rules apply to all ranks, from Initiate to High Marshal. The Supreme Commander alone interprets and enforces them. Violations are judged swiftly – mercy is for the weak.
1. Loyalty Above All

Pledge unwavering fealty to N.G.O and Captain Carnage. Betrayal, espionage, or aiding enemies (UEE loyalists, pirates, or rival orgs) results in immediate purge.
Internal disputes are resolved through chain of command. Drama or mutiny invites oblivion – report issues to your Centurion or Legate.
Real-life comes first, but in the ‘verse, your commitment is total during ops. Ghosting without notice erodes trust; communicate absences.

2. Conquest and Claiming

We take what we want: Systems, resources, ships. All operations must advance N.G.O’s dominion – no freelance piracy that harms our image or alliances.
During ops (bounty hunts, patrols, takeovers), follow orders without question. Improvisation is allowed only if it secures victory; recklessness that endangers the fleet is treason.
Share spoils equitably: 20% to the Order’s coffers for ship loans and upgrades. Hoarding invites investigation.

3. Conduct in the ‘Verse

Represent N.G.O with honor: No griefing civilians or unnecessary cruelty – we impose order, not terror. Target threats to our law (pirates, squatters, hostiles).
Communication: Use Discord for coordination. Voice comms mandatory for major ops. Be mature (18+ only) – no harassment, toxicity, or discrimination.
Role-play alignment: Embody the Order’s mantra. In public channels, proclaim our supremacy; in private, build camaraderie.

4. Ascension and Duties

Earn your rank through deeds: Complete trials as Initiate, rack up kills as Enforcer, lead squads as Centurion. Promotions are merit-based, not favoritism.
Fulfill your role: Enforcers raid, Vanguards assault, Legates govern. Shirking duties demotes you.
Training and support: Veterans mentor newcomers. Accept ship loans gratefully – repay through service.

5. Alliances and Enemies

Treat allies with calculated respect: Honor pacts that benefit N.G.O. Betray them only if they weaken us first.
Enemies are crushed without remorse: Vanduul, pirates, UEE holdouts. No quarter unless they surrender and swear fealty.
Public image: In forums, RSI chats, or events, promote N.G.O as the galaxy’s salvation. Recruit the worthy; expose the corrupt.

6. The Law of the Order

We reject UEE laws where they conflict with ours. In N.G.O territories, our edicts prevail: No smuggling contraband that undermines ops, no dealings with syndicates.
Violations: Minor infractions (e.g., comms breach) earn warnings. Major (e.g., disloyalty) mean trial by Carnage – outcomes: Demotion, asset seizure, or banishment.
Evolution: These rules may adapt as we conquer, but the core remains: Strength through unity, order through force.
