The Whale Lords are an endangered culture; a way of life. Hunted to the last of their kind by the treacherous UEE, The Whale Lords guide their people on a path that could lead to their salvation or their destruction. Either way, it won’t be pretty for any involved.

The Whale Lords are a tribal people that wander the cosmos in search of UEE and Xi’An trade lanes to attack. For years they have waited and grown stronger, using their trusty space whale steeds as disguises. With the extinction of the space whales drawing near, the culture and the Whale Lords’ way of life is endangered. Seeing no alternative but to fight, the Whale Lords draw on their astronautical capabilities to attack and steal from any foreigners. The concept of kinship with the UEE lacks plausibility with them; their only allies are themselves. The Banu have somehow gained some kind of repute with the Whale Lords (probably their whale looking Merchantmen craft), but are in no way allies. The Whale Lords were previously unheard of, but their time for glory, albeit one of little duration, is drawing near.
The Solace Clan was the first to be destroyed by the UEE. They were the strongest voices for peace. Their skills usually pertained to philosophies, sciences, and exploration.
The Calamar Clan was the second to be wiped out. Their skills usually pertained to foraging and farming.
The Thresher Clan is the only surviving clan. Their skills were hunting, alchemy, and the only Clan with any kind of martial capability. Their survival is commonly attributed to their skill to remain unseen and launch surprise attacks.
The Marble Clan was the third to be obliterated. Their skills usually pertained to resource extraction, salvaging, and mining.
The Outcast Clan was the fourth to be destroyed. They were made up of exiles, and their numbers were minimal.

To the UEE, the Whale Lords are a terrorist group bent on the destruction of civilized life. The Whale Lords are not a syndicate. They are not a corporation. The way of the Whale Lords is a way of life, a way of life threatened by the UEE and its laws. They have been seen in all areas of space, civilized or not. They are tribal, the entirety of their culture based on the Astrus Cetacea. Whale Lord government is based on deeds; those who have displayed martial prowess are usually higher in the food chain.

As for relations with governmental powers, the Whale Lords show little interest in the Xi’An. The Banu have somehow gained repute with the Whale Lords: Those flying Banu Merchantmen tend to avoid these terrors of the astral seas.
One thing is for certain: The Way of the Whale Lords is dying out. They are on a clock.

The Whale Lords are a meritocracy: power is vested in individuals with ability and talent. Advancement through the system is dependent on performance demonstrated in the field where it is implemented. Only the greatest rise to the top and become Whale Lords. Whale Lord law changes from Whale Lord to Whale Lord. In order to become initiated into the Whale Lords, one must complete a quest given to them by the Whale Lord whose Clan they wish to join. For example, in order to be initiated into the Solace Clan (now extinct), one had to bring a Big Benny’s Vending Machine to the ruling Lord. After a successful initation, the new member would become a Krillman and serve their Lord in tasks bestowed upon them.
