Bounties on PKers
While I am not against having PvP in general, but I also think actions should have consequences. This is for areas that are not contested zones, but out there in the verse. The more the player kills another player, the higher the bounty. The idea is that it would give at least some thought to the action of killing another player and slow down the random "hobo-murdering" or "griefing" that is brought up time to time. But also can give those profession killers out there competition with each other as to who has the highest bounty on their heads and can keep it the longest. Might also help those who are into PKing to focus more on each other more, for the bounty on their heads as reward and keep themselves on that wanted leader board.
I would like to think this would create some emergent game play as well. it would add something to the game without restricting the freedom of the game. The PKers would still have the freedom they had before, just more consequences for their actions for doing it. Help balance out things for those on both sides of the pvp debate.

TL;DR
they should have illegal hits(CS4 for lister, loss of rep, name is posted with listing) and anonymous illegal hits(meet hitman coordinator in contested zone, large down payment, higher reward, lister name is unknown, weekly leaderboards.)
I think what you are referring to is hiring a hitman. A way for honest people to put an “unlawful” hit on someone when they gank you outside of comm zones or in lawless space. It would be payment out of the player’s pocket. It would be cool if there was a man or woman in the contested zones you had to talk to so as to not get crimestat for posting illegitimate player bounties. Posting a bounty directly for unlawful hits should give you, the requester, CS4 randomly in the next 24 hrs (timer starts and stops upon entering and exiting servers). You will also lose rep with law abiding entities, and it would list your name as the one who ordered it. The player who kills the target accepts regular terms for the illegal bounty. Moreover it should only last from 1-4 hours. downpayment is less than the alternative, still high, but you lose anonymity and accrue a CS4 and Rep loss with law abiding entities.
To protect yourself and your law abiding character you should have to go to a pyro contested zone and meet up with an underworld bounty org in one of those back alley bars that you see will eventually have a market. meet a dude sitting in the booth. Payment for such a hit would be substantial to prevent anyone from setting anonymous illegal bounties abusively.
The listing should only last from 6hrs to 1 week, longer for more payment and substantially higher than a conspicuous listing, and if not completed you still lose your money down but receive the reward payout in return. Both hits would be listed under unverified, and both styles of hits means the one accepting the terms should accrue CS as normal. If they want to avoid CS they can shutdown comm arrays or go clear CS at kareah. A person should only be allowed to have three separate hit bounties applied to them at once. Weekly leaderboards in the underworld for highest unlawful bounty reward and longest duration. To get on the leaderboard the requester would have to request the hit through the contested zone. The individual should not be on your friends list, not been in a party within the last month, and not within the same org in the last year. A sad attempt at preventing stat padding I know. however, the downpayment should resolve much of that.
