Hover mode seems to be designed to achieve two things.
Firstly make ships appear to fly more realistically by giving them the feeling of weight as they move. And Secondly to make it far more difficult for ships to attack ground targets which is integral for creating a level of balance in combat between the two. As such Hover mode will never be a great control method for the pilot but I've got a few tips that will greatly improve its usability. Tips: Use vertical strafe to counteract any unwanted loss of altitude.
Use horizontal strafe instead of roll to move sideways.
Use forwards and backwards thrust in preference to forwards and backwards tilt.
Practice using the speed limiter and thrust limiter they're incredibly useful for gaining finer control of your ship.
Bonus tip: Binding strafe to an axis grants much finer control, for instance a second joystick.
