History

The Systems United Navy (SUN) was officially founded on 20 October 2012, during the original pledge campaign. From the very beginning our organization has contemplated and developed our unique structure, as defined in our Operations Manual. This document is further supported by supplemental materials on specific gameplay styles, community conduct, communications, and other specific topics of interest to our members.

We’ve also made efforts to field test our structures and systems in-game. Initially we used similar military sims, from our first Battlestar Galactica: Diaspora tournament in 2013 to our current trials in Planet Side 2, ARMA 3, and ARK. We have also been active in Arena Commander and the Star Citizen PTU, with both individual and Org-level success in Squadron Battles and other game modes. SUN currently uses CitizenCommander.com (CitCom) for membership management and tracking.

SUN has also been active in the Star Citizen community. In particular, our Consolidated Operations Codex was featured on Ten for the Chairman. “It’s kind of like a work of art,” says Chris Roberts, to the delight of the many Servicemen who contributed to this flagship project.

We also participate in charitable efforts in the real world. In 2014, our organization rose over $1,500 being raised to benefit Child’s Play. RADM-Ret. Lance participated in a PAX Panel titled “Veterans in Gaming: Effective Philanthropy from Individuals to Industry”. He was joined by representatives from Black Widow Company, Play to Give Back, Inc. and Operation Supply Drop.

Finally, SUN is a founding member of Powers Against Common Threats (PACT), having ratified this initiative on 01 March 2013. We continue to support this effort, and FADM Ephraim Tannhauser currently serves as PACT Administrator.

Manifesto

The Systems United Navy (SUN) is a UEE-aligned Naval Auxiliary force operating across space, atmosphere, and ground. SUN exists to enable large-scale, coordinated gameplay through disciplined communication, practiced competence, and teamwork.

SUN provides a framework where players can operate together effectively, participate in complex operations, and contribute meaningfully regardless of role or experience. The organization is designed to turn coordination into capability, while never losing sight of the fact that participation is voluntary and enjoyment is the reason people log in.

-Philosophy of Play
SUN is built on the belief that structure enables fun. Clear communication, shared expectations, and mutual accountability reduce friction and allow groups to function smoothly under pressure. Success is not accidental; it is the result of people working together with intent.

At the same time, SUN recognizes a simple truth: real life comes first. Members balance work, family, health, and responsibilities outside the game. SUN is designed to accommodate that reality rather than fight it. No one is here to replace real priorities, and no one is expected to sacrifice them for the sake of play.

Professionalism within SUN is practical, not performative. It exists to improve coordination, clarity, and outcomes—not to impose unnecessary rigidity. Mistakes are expected, learning is continuous, and improvement comes through participation and repetition. Antics that undermine teamwork or sabotage objectives are discouraged not for roleplay reasons, but because they detract from everyone’s enjoyment.

SUN values players who respect each other’s time, communicate clearly, and contribute to an environment where cooperation and fun reinforce one another.

-Operational Scope
SUN is structured to operate across multiple layers of gameplay through integrated forces. Naval, aerospace, ground, and logistics elements work together to support operations ranging from small-unit actions to large, coordinated events.

Adaptability is a core strength. Operations scale to available personnel, experience, and conditions. Participation can be occasional or consistent, casual or committed, without breaking the organization’s ability to function. SUN is built to support players where they are, not force them into rigid molds.

-The Operational Pillars
SUN functions through co-equal operational pillars. Each offers a distinct way to participate, and each depends on the others to succeed.The current pillars are listed below:

~Navy
The Navy anchors SUN’s spaceborne operations. It conducts fleet actions, escorts, patrols, blockades, and force projection in support of broader objectives. Naval personnel coordinate ship movements, manage formations, control engagement pacing, and provide command presence during large-scale operations. This pillar is for players interested in ship handling, coordination, fleet maneuver, and shaping the overall flow of operations.

~Carrier Wing
The Carrier Wing provides aerospace power integrated directly with naval operations. Through strike, transport, reconnaissance, and close support, it extends the fleet’s reach and connects space, atmosphere, and surface actions into a unified battlespace. Carrier Wing pilots operate in close coordination with naval and ground elements, where timing, communication, and situational awareness directly influence success. This pillar suits players who enjoy flying with purpose and contributing precision effects to a larger plan.

~Marines
The Marines execute ground combat, boarding actions, site security, and FPS operations. They translate naval and aerospace power into decisive action where objectives must be taken, held, or cleared in person. Marine operations emphasize teamwork, movement, adaptability, and communication in dynamic environments. This pillar is for players who enjoy direct action, tactical problem-solving, and operating as part of a disciplined team on the ground.

~Logistics Division
The Logistics Division sustains the force and enables everything else to function. Transport, industry, planning support, resupply, and coordination ensure that SUN operations can continue beyond a single engagement. Logistics personnel manage the flow of resources, personnel, and information that keeps operations running smoothly. This pillar appeals to players who enjoy preparation, organization, and enabling others to succeed behind the scenes.

SUN’s effectiveness is defined not by any single pillar, but by the integration and cooperation between all of the pillars.

-Training and Player Development
SUN expects its members to grow more capable over time, at a pace that fits their availability and interests. Development is driven by participation, mentorship, and shared experience rather than formal pipelines or obligation.

Players learn by operating together, observing what works, and refining their approach. Knowledge is shared openly. Competence is reinforced through practice. Confidence is built through repetition and trust, not pressure.

-Alignment and Context
SUN operates in alignment with UEE law and established structures. Its outlook emphasizes cooperation, stability, and coordinated action within its own operations.

Historical associations, including earlier cooperative efforts such as PACT, provide context for SUN’s origins but do not define its present direction. SUN’s identity is expressed through how it operates today and how it continues to evolve.

Closing Statement
The Systems United Navy exists to enable large-scale gameplay through communication, competence, practice, and teamwork—while respecting that life comes first and fun is the reason people play.

SUN is built to grow stronger through coordination, sharper through experience, and more enjoyable through cooperation.

Charter

-Preamble
The Systems United Navy (SUN) is a player-run naval auxiliary organization operating within Star Citizen. SUN exists to make large-scale, coordinated gameplay possible—and enjoyable—through shared structure, clear communication, and organized leadership.

SUN is built on the understanding that Star Citizen is a game. This charter exists to support fun, cooperation, and memorable experiences, not to burden players with unnecessary rigidity. Structure within SUN exists to enable play, reduce friction, and help groups succeed together.

This charter is adopted by SUN leadership to provide a shared foundation for the organization and its continued operation.

-Identity
SUN operates as a naval auxiliary force aligned with the structures and setting of the United Empire of Earth (UEE). The organization brings together players across space, air, ground, and logistics roles to operate as a coherent force during organized activities and events.

SUN’s identity is cooperative and player-focused. The organization exists to help people play together effectively, whether they are new to the game, returning after a break, or experienced players looking for more coordinated gameplay. SUN values teamwork, adaptability, and shared effort over individual performance or exclusivity.

-Purpose and Mission
SUN’s primary purpose is to facilitate large-scale gameplay. Through planning, leadership, and coordination, SUN enables players to take part in operations that benefit from organization, communication, and teamwork.

SUN conducts and supports missions such as fleet actions, ground operations, logistics support, security tasks, search-and-rescue, and combined-arms scenarios. These activities are designed to scale based on participation and to remain enjoyable whether attendance is light or heavy.

Training, standardization, and leadership development exist to support this purpose. Learning happens through participation, repetition, and shared experience rather than obligation or pressure.

-Operational Scope
SUN plans and conducts operations in pursuit of authorized mission objectives. These operations may include defensive, security, or offensive actions as required by gameplay conditions and mission design. SUN may initiate combat against hostile non-player forces or opposing factions when such actions support mission goals.

Operations are planned with player experience in mind. Clear objectives, reasonable pacing, and flexible execution are emphasized to keep events engaging and accessible. Success is measured not only by outcomes, but by whether participants had a good time operating together.

-Membership and Participation
SUN is a voluntary organization. Members participate at a level that fits their interests, availability, and real-life priorities. Attendance is encouraged but never mandatory, and stepping away for time is understood and accepted.

SUN maintains administrative structures to support coordination and clarity during operations. These structures exist to help events run smoothly, not to impose constant availability or obligations on members.

Participation in SUN is meant to add enjoyment to the game, not compete with real life or other interests.

-Leadership and Authority
SUN relies on leadership to organize and coordinate activities involving many players. Leadership exists to support gameplay, reduce confusion, and keep events moving forward.

SUN leadership and appointed command staff are responsible for: • Planning and coordinating SUN operations and events • Establishing organizational policies and procedures • Setting expectations for roles, readiness, and conduct • Supporting a positive, stable community environment

During organized operations, participants operate under the mission chain of command for the duration of the event. Command authority applies for the duration of organized SUN activities and exists to support coordination and shared objectives.

-Standards of Conduct
SUN functions best when members treat one another with respect and approach gameplay in good faith. Members are expected to contribute to an environment where cooperation, patience, and clear communication make events enjoyable for everyone involved.
Standards of conduct exist to minimize friction, prevent unnecessary drama, and protect the community experience. Expectations are practical and focused on keeping gameplay smooth, welcoming, and fun.

Detailed conduct guidelines and procedures are defined in supporting policy and doctrine documents.

-Affiliations and Leadership Commitments
SUN recognizes that many members participate in multiple organizations and communities. General membership is open and modular by design, allowing players to engage with SUN without exclusivity requirements.

Leadership roles carry additional expectations related to reliability, alignment, and stewardship of the organization. These expectations exist to support continuity, trust, and effective coordination during large-scale activities. Specific leadership commitments are defined through SUN policy.

-Governance and Revision
This charter serves as SUN’s foundational governing document. It exists to support the organization as the game evolves and as the community grows. Revisions may be made to reflect changes in gameplay, structure, or community needs, with review and approval handled through SUN leadership processes.

In all cases, interpretation and application of this charter should favor cooperation, enjoyment, and the long-term health of the community.
