A Developing system is a planetary system under the protection of Fair Chance Act. While under this designation, the United Empire of Earth (UEE) act as stewards and protectors for the system to allow the planets that harbor sentient or potentially sentient life to develop without outside interference. In order to be granted this protected status, the beings in this system must not have yet achieved space flight. Contact with the system's inhabitants, along with terraforming and mining of any kind, is prohibited.
