Fair Chance Act

Article 2a

(1) Panel will develop and present system of criteria to determine what classifies as a ‘developing species.’

(2) The UEE Subcommittee on Expansion and Development shall be empowered, in agreement with the Imperator and Senate, to issue ordinances, with the consent of the High-Secretary. It may, in particular,

1. classify a world as a sanctuary. In which,

a) all indigenous lifeforms are to be left untouched from any human involvement;

b) any attempt to terraform or extract resources, be they biologic or mineral, will result in Criminal prosecution as laid out in Section V;

A New Direction

For decades under the Messer era, corporations had been given wide latitude to use whatever means necessary in obtaining resources for the UEE. Still, there were many leaders in industrial circles not comfortable with the reckless extraction of mineral wealth and knew it could be done with much less disruption to planetary ecology. Working conditions for miners had also deteriorated as foreman approved by the Imperator began to displace seasoned production leaders. Quietly, these displaced leaders met to plot a new direction for their industry. Emboldened by the fall of Messer XI in 2792, and the subsequent passage of the Fair Chance Act in 2795, the cooperative moved out of the shadows. Armed with a sustainable extraction strategy, and the support of their loyal extraction teams, the members of the cooperative founded The Compass (The Consortium of Miners, Prospectors, and Stellar Surveyors) in 2796.

One hundred and fifty years later we continue the legacy of the original cooperative. The consortium has since grown to encompass a bevy of industrial, commercial, and philanthropic services and was renamed in 2920 to Compass Consolidate to better reflect that growth.
