History

Ex-Con Elite was founded at the beginning of the 28th century on Terra

Criminal rehabilitation program entry:

Rehabilitation and conditioning programs have proven to be a complete success claimimng impressive results; to the point where reformees were deemed as a “responsible safeguard” – CRS/089.

2894: Test corporation born under the name of EXEC.

2914: Impressive results above average scores, supervised reformed convicts were put to use as security officers, intelligence and silent op specialists.

Unsurprisingly the results produced accurate predictions, ex criminals comprising of cyber hackers, smugglers, tech thieves, illegal weapon & stimulant manufacturers were used frequently with success by various high profile agencies.

2922: Reformed convict Seru Mar AKA “Drunken Cyber Assassin” uncovered detailed information about the rehabilitation process, that underlying tendencies would still existed partitioned in part of the mind of most of the “reformed”.

Repressed criminal behavior was subtle but present in most, Seru knew this, he took it upon himself to undo the the process of the rehabilitation neural blockers in two of his colleagues without their consent.

Removing the blockers was not entirely successful, the damage was too deep to reverse.

The end result was always a expression of vigilante behavior, a secret lust for unprovoked vengeance, the unwholesome secret addiction of an experiment gone wrong

2925: Underground community was born under the new code name “Ex-Con Elite Lawless”.

The secret organisation was used to “clean up” the mess where justice system had failed. Clients always remained anonymous..

Men and women who silently step outside of the law.

The justice system was too slow in dealing with such matters, EXCEL was born to purge the UEE of its impurities at a much faster rate, to quench a deeply rooted thirst controlling the overwhelming madness within the minds of the test subjects and victims of the UEE.

Basically we are here to serve the UEE, but also do the dirty work most people are too scared for fear of getting in trouble with the law. These special assignments are reviewed a comity operating under a different name. Special assignments will return at a much higher rate dependent on risk factor. Piracy is forbidden unless to prevent blowing cover.

If an operative is caught during an infiltration attempt or any other job outside UEE laws and regulations, EXCEL will deny all knowledge of the operation as if you had acted alone. You are to deny all existent communications with the client and serve your sentence or pay the fine.

If you decide to act accordingly within UEE guidelines, a multitude of job opportunities await from security to Weapons Specialist, Deep Space Exploration, Jager Elite (Hunter), Merc or whatever you may choose so be it.
