Over the last year, we have worked tirelessly to combat the Maze epidemic that’s plagued the Oya System. Now our investigation into the prime source of the illegal substance has reached a critical juncture. SAC Burton has requested that I present to you the complete picture, so you can make an informed decision on whether to authorize the proposed operation.
Five months ago, local hospitals began reporting a significant increase in patients suffering from overdoses of what appeared to be Maze. Toxicology came back and revealed that it was actually a synthetic version, considerably more potent. Local CIs confirmed this new drug, street name Drift, was a cheaper alternative to Maze. We conducted a raid (Casefile #DG-52812A) that netted a significant cache of both Maze and Drift. The raid also landed a high-level distributor, who we were able to flip into a confidential informant. Due to security concerns, we kept any mention of this individual from Casefile #DG-52812A and I was authorized to run point on the informant (CI #1453W-X).
With the help of the CI, we were able to identify Dr. Eva Anwar (Personal File #GE8-16599-451) as the creator and manufacturer of Drift. Dr. Anwar formerly worked as a chemist and researcher at Reisse’s Carey University. She abruptly resigned and disappeared after a large quantity of Maze was stolen from a university lab.
We cut the CI loose to maintain their position within Anwar’s inner circle and used the information obtained to raid stash houses and arrest dealers in Anwar’s distribution network. The CI even gave up several low level dealers in their own network to maintain their cover with Anwar.
We ultimately discovered the location of Dr. Anwar’s main lab. Unfortunately, it resides in the Xi’An settlement that’s part of Oya III. Clearly aware of our limited investigative capabilities while she’s under the protection of Xi’An sovereignty, Dr. Anwar has largely avoided leaving the Xi’An enclave since establishing her operations. The depth of Xi’An bureaucracy means that a formal joint investigation request could be under consideration for years. There’s also a concern that word of our investigation would reach Dr. Anwar, as she has connections to Oya III’s criminal underground.
However, months of work has resulted in millions of credits in seized narcotics and contraband, effectively crippling most of Dr. Anwar’s existing operations in this system. It was decided that, after repeatedly giving her the stick, it was time to present the carrot, so to speak, and the operation moved into its second phase.
When Dr. Anwar expressed growing frustrations about distribution within Oya, the CI presented her an alternative plan — the Chaoshan Crew in Pyro. The CI claimed to have strong ties to the gang and convinced Dr. Anwar that working with the crew would open her product to larger scale distribution. Initially, Dr. Anwar was skeptical, but lacking any better options, slowly came around to the idea. Once she was on the hook, the CI revealed that the head of the Chaoshan Crew required the first delivery be made by Dr. Anwar in person at Ruin Station. After establishing trust with each other, she could return to her lab on Oya III and the CI would continue to act as the main intermediary between the two.
This morning, I received word that Dr. Anwar has agreed to the meeting. Attached you’ll find an extensive proposal (Operation Forseti) that outlines the plan to arrest Dr. Anwar the moment her ship enters UEE space above Oya III. With your approval, we will set the meeting, and be one step closer to ending the Maze/Drift epidemic that has already ruined far too many lives in this system.

Good news, sir. It was a clean raid with no injuries.
A search of Dr. Anwar’s ship revealed a smuggler compartment filled with cases containing Drift that match what we’ve found at stash houses.
We’re bringing Dr. Anwar in for processing. Once that’s complete, we’ll begin the paperwork to petition the Xi’An government to search her laboratory.

You handled your responsibilities during the course of this investigation with a high degree of alertness, diligence and skill, and your efforts contributed much to the arrest of Dr. Eva Anwar and the recovery of a substantial supply of Maze, Drift, and other contraband. I know of the problems involved and was pleased with the exemplary manner in which you overcame them.
Based on your recent work, and the recommendation of Oya’s Section Chief Clark Kumai, I am also pleased to advise you of your promotion to Grade 14, Special Agent-in-Charge assigned to the Odin System, effective 2946-09-01. You should report to SC Andrea Escudero no later than 2946-08-31 SET for briefing.
This includes a within-grade pay increase, effective 2946-09-01.

I’ve finished relocating to Odin system. I spent a few days familiarizing myself with the system and planets before checking in with the local agents to get a sense of what they perceive to be the positive qualities and potential problems with the system. They have expressed a concern about the growing criminal element, especially within the remains of Odin I, i.e. the ‘Coil.’ The operators there have become increasingly emboldened to attack civilian and corporate cargo ships.
Attached you’ll find my initial assessment on how to handle the growing security concerns in the Odin System. I’ve outlined a five-point plan that centers around building trust with the system’s residents and businesses through pro-active policing and positive engagement. My proposal involves more frequent patrols of high-traffic spacelanes, an increased security presence in sectors containing jump points, heightened protection of the comm relay network to ensure emergency communications are always functional, the placement of additional sensor beacons near known entrances into the Coil to monitor traffic, and the reestablishment of local militias. Only when we have the residents of Odin on our side will we be able to root out the core causes of this system’s current outlaw problem.
