Sir,
I just got back from the TFC gathering and confirmed the intel gathered from their forums (See Report #TSY-1209-889) that a protest is being planned for next week. The Coalition is estimating that they will have approximately one hundred members in attendance and will be deploying projections with pro-Terra separatist slogans. (The specifics of which slogans to display took up a majority of this evening’s meeting.)
The leader of the meeting, Patty Cozad (PersonalFile #OPR-36785-081) instructed all members to only communicate in person or via encrypted comm, and to avoid discussing details on spectrum. It remains unclear what instigated these heightened security measures. It may be that they are coordinating with the radical faction of the TFC known as the “Top Hats.”
During the course of the evening, most mentions of the Top Hats were decrying the violence advocated by the movement’s members last month and how it has hurt the cause. If there is a formal link between the Nova Kyiv TFC branch and the Top Hats, I have yet to find it.
That said, my cover seems to be having the desired effect. Several members have expressed interest in learning more about my time as a police officer. I’m still hopeful that if there are any Top Hat members in this cell, they will take the bait and seek me out.

Thanks, Jamal. Appreciate the update. As you can imagine, there are a lot of people interested in making sure that what happened in Quasi last month doesn’t happen here during CitizenCon. Especially since I was just notified that Senator Skovira will be coming to Nova Kyiv to attend the Anvil panel. With him being seen as such an adversary to the Terran separatist movement, I fear that he’s too tempting a target for the Top Hats to resist.
At the same time, it’s been made pretty clear that while event and VIP security are a top priority, with the empire’s focus on the city the duration of the convention, we cannot be seen as unduly stepping on the rights of citizens. This means that we will be protecting the TFC’s right to lawful protest as much as possible and that an active Advocacy response will only be authorized if there is proof of a viable hostile threat.
For now, continue monitoring the TFC and any possible Top Hat connections.

Sir,
I’m afraid you were right about Senator Skovira and the Top Hats. After the news broke that he was attending CitizenCon in person, there was a lot of chatter about adjusting the protest to focus on him and using his clout to draw more attention to the movement. It’s worth flagging that after that initial spike in communications following the last two gatherings, there has been a sudden drop off. Fifteen members were missing from tonight’s meeting, all of whom represented some of the youngest and most outspoken TFC members. I’ve noted their PersonalFile numbers in the attached full debrief.
When I asked around about the low attendance, most cited the Gryphon’s match, but one member, Marrion Pratal (PersonalFile #SRT-78127-166) mentioned that he had heard a rumor that Daedalus, one of the leaders of the Top Hats, had arrived in town. Pratal continued that he “hoped those kids don’t start taking up with the likes of them. It’s easy to think bashing a few heads in will get you what you want, but that’s not what Terra is about.”
If this is true and Daedalus really has arrived in Nova Kyiv, it would indicate a seriously higher threat to CitizenCon. I’ve already reached out to all the members who skipped tonight’s meeting asking where they were and expressing my interest in helping them. Hopefully it pans out.

I guess it was too much to hope that Kyivians would have more sense than to get involved with radicals like this. I’m escalating things on my end and have a meeting to fully brief Senate and CitizenCon security later today. Going to see about implementing a heightened imprint protocol for VIPs attending just to cover worst-case scenarios.
Additionally, I’ve formed a detail to begin tracking the individuals you called out, but with CitizenCon rapidly approaching and our resources already stretched thin, we won’t be able to watch them all. Unfortunately, we don’t have enough evidence to justify approvals for drone use or comm backtrace, and it seems likely we won’t until it’s too late.

I’ve heard back from all my contacts now. Most shut me out with simple replies along the lines of “Don’t worry about it,” and “Sorry, can’t tell you any more.” The most fruitful reply came a short while ago from Korah Sakata (PersonalFile #LOY-88341-229), an Anvil Aerospace employee who has been involved with the TFC since graduating from university ten months ago. I’ve pasted it here in full -
Having spoken to Korah in person, and knowing her propensity for wordplay, I suspect that the use of quotes around ‘Liberate’ is her implying that something will happen at the Anvil Aerospace panel, since they are revealing the Liberator there and that is where Senator Skovira is known to be making an appearance.
I’ll keep pressing ahead to see if I can get in direct contact with the Top Hats, but I’m thinking that there might be an alternate option to explore. With Korah’s mention of passing my name along, I began thinking if there couldn’t be an opportunity here to pass along other information to the group indirectly.

Excellent suggestion. If we can redirect the Top Hats to a controlled point, we can ideally arrest them before CitizenCon starts.
I’ve organized a sting operation and have acquired a secure location for Anvil to host an ‘exclusive reception’ tomorrow night with a very prominent guest list. You will pass on the attached report and say that the Nova Kyiv police force is providing extra security and some of your sympathetic former colleagues passed the intel on to you.
If all goes well, Korah Sakata will pass this along to Daedalus and the Top Hats and they will see that this is too good of an opportunity to miss.

I wanted to pass along Senator Skovira’s personal thanks. While we didn’t manage to capture Daedalus last night, we were able to trace three of the arrested individuals back to the Quasi attacks.
And with the exception of the handful of TFC holobanners outside, I think everyone would agree that this year’s CitizenCon was a success.
